NHS reform: 10 Year Health Plan for England
In July 2025 the Government launched The 10 Year Health Plan for England.
NHS England said the plan seizes the opportunities provided by new technologies, medicines and innovations to deliver better care for all patients – wherever they live and whatever they earn – and better value for taxpayers.
It is making three big shifts to how the NHS works:
• from hospital to community: more care will be available on people’s doorsteps and in their homes
• from analogue to digital: new technology will liberate staff from admin and allow people to manage their care as easily as they bank or shop online
• from sickness to prevention: we’ll reach patients earlier and make the healthy choice the easy choice
To support the scale of change it says we need, the Government says it will ensure the whole NHS is ready to deliver these three shifts at pace:
• through a new operating model
• by ushering in a new era of transparency
• by creating a new workforce model with staff genuinely aligned with the future direction of reform
• through a reshaped innovation strategy
• by taking a different approach to NHS finances

The Health and Care Act 2022
The 10 Year Health Plan was preceded by a key piece of health legislation which made significant changes to the way NHS services are developed and managed.
The Health and Care Act 2022 brought changes to health systems which included the NHS in England being divided up into 42 different areas called Integrated Care Systems (ICS).
These are partnerships between the organisations that are responsible for health and care needs across an area and replaced the current system of Clinical Commissioning Groups (CCGs). The bill also gave the Secretary of State for Health greater responsibilities that were held within the NHS.

So what has this meant for North Tyneside?
In July 2022, North Tyneside CCG was replaced with The North East and North Cumbria ICS. This is the largest ICS in England, serving over three million people in 13 different local authority areas.
The ICS has told North Tyneside’s Health and Wellbeing Board that they are committed to local decision making at place level (i.e. North Tyneside).
Previous to 2022 the North East and North Cumbria ICS existed in various different forms. It focused on delivering activities that local leaders felt were better managed on a larger geographical scale, such as workforce development, digital programmes, etc.
The Health and Care Act 2022 gave the ICS significant new powers and responsibilities and changed how the ICS works.
